Fluency usually comes with time, however there are a few things you can do to help move her along. One strategy is to teach her blends. For example the /bl/ sound or /st/ sound. By teaching her different blends, she will recognize them and remember the sounds faster when she reads them. The most common blends are: /sh/, /st/, /ch/, /th/, and /wh/. You might also want to tap into teaching her diphthongs, which are two vowel sounds put together; such as /ai/, /ou/, and /oa/. Another strategy you could do is to have her reread books. She will become familiar with the words which will help her fluency. Also, you can do something called an echo read. You can read a passage aloud to her, then she can read it back to you. Let me know if this helps!
